Finnish Copyright Information and Anti-piracy Centre (CIAPC) toughens its fear campaign against filesharers. CIAPC has now used the new Finnish copyright law from January 1st 2006 to close an internet connection because of suspected filesharing. It came as a surprise to even CIAPC itself that the closed connection did not belong to a private filesharer but instead to the Provincial Government of Åland. A government employee had seemingly used the connection to share music.
It is not known whether the closing of this connection disturbed the services of the Provincial Government, but the practice of cutting off governmental net connections is highly questionable in the modern information society. The same goes for private connections which can be used by several family members, not only to share cultural works, but also to work from home, handle e-mail correspondence, do the banking etc.
The European Parliament has also recognized the central role that internet connections play in the modern society as a generic means of communication. On April 10th European Parliament took a clear stand against closing of net connections. The initiative of punishing filesharers by closing their net connection had been promoted by the French president Nicholas Sarkozy. The Nordic MEPs were among those most strongly opposing Sarkozy's "French Guillotine". CIAPC, however, seems to be more than willing to apply the Finnish version of the guillotine, despite the clear negative stand of the European Parliament.
This is believed to be the first time in Europe when a net connection has been closed because of suspected filesharing. The Finnish copyright lobby managed to sneak this special sanction into the new copyright law without having the legislators to hear any independent legal or technical experts on the issue, not to talk about a due committee treatment on it. The process has been harshly criticized by Electronic Frontier Finland (EFFI). EFFI vice chairman Ville Oksanen characterizes the legislation process "one of the dirtiest he has ever seen".
